CHALLENGE
HCA was looking to expand its Free-Standing Emergency Room (FSER) program and required a partner who understood land development combined with healthcare experience. HCA chose Sevan to act as their owner’s representative to manage FSER builds (site and TI) across the entire country.
SOLUTION
Sevan managed contractors and other third parties to complete all site work. Each project was broken up into four project stages which included:
- Real estate, budgeting, and design
- Zoning, permitting, utilities, and preconstruction
- Construction
- Closeouts
RESULTS
Since 2017, Sevan has completed 75 FSERs for HCA, including 15 modular builds, with an additional 10 FSERs and 3 modular builds currently in development. Sevan also optimized the project schedule, resulting in a typical 1.5 to 2.5-year overall development timeline depending on site requirements and local regulations. This helped HCA accelerate its nationwide FSER expansion while maintaining consistency, quality, and schedule control across all locations.
