Eliminated Excessive Construction Costs
CHALLENGE
BP faced significant delays in their new-to-industry (NTI) projects in California due to unpredictable entitlement and permitting cycles that spanned 19 to 24 months. Construction costs soared by as much as 50%, and the lack of standardized processes resulted in teams being reactive to problems rather than proactive in planning, jeopardizing timelines, budgets, and brand standards.
SOLUTION
Sevan’s team approach created program structure and consistency. A Real Estate and CZP Manager formulated standard terms for work letters and identified risks. A Construction Lead set up a consistent bid form and procurement process, while a Field Manager managed on-site execution. Financial and data analysts aligned BP’s SAP data, aided change management, and developed collaboration tools. This comprehensive system offered BP a single accountable partner from negotiation to permitting and build-out.
RESULTS
With Sevan managing real estate, construction, field execution, and analytics, BP reduced development timelines to 9 to 18 months, effectively cutting some cycles in half. Budgets remained in line with initial forecasts, real estate negotiations improved, and the A&E team upheld brand standards, effectively minimizing redesigns and reducing off-site scope creep.
